Introducing a New Assessment

Artificial intelligence is rapidly transforming the way organisations prepare procurement submissions, review tender documentation, analyse specifications, and develop quality responses. Across both the public and private sectors, AI tools are increasingly being used to improve efficiency, accelerate drafting processes, and support bid development activities.

However, with these opportunities come significant governance, confidentiality, accuracy, and accountability risks.

The use of AI within procurement activities raises important questions for suppliers and contracting authorities alike:

  • Are confidential tender documents being uploaded into public AI systems?

  • Who remains accountable for AI-generated responses?

  • How can organisations ensure submissions remain accurate, authentic, and evidence-based?

  • Are AI-assisted procurement responses being properly reviewed before submission?

  • Do organisations understand the legal and regulatory implications of AI use?

To help address these emerging challenges, AGS Verified is introducing a new assessment framework:

AGS Verified: Public Procurement

The assessment is designed to support organisations in demonstrating responsible governance, oversight, and accountability in the use of artificial intelligence within procurement and tendering activities.

Why Responsible AI Governance Matters in Procurement

Procurement submissions often contain highly sensitive information, including:

  • commercially sensitive pricing information

  • technical methodologies

  • confidential client requirements

  • infrastructure details

  • security-related information

  • intellectual property

  • personal or regulated data

As AI adoption accelerates, many organisations are unknowingly exposing themselves to significant risks by entering procurement information into public or unapproved AI platforms.

At the same time, procurement teams are increasingly encountering:

  • generic AI-generated responses

  • misleading or unverifiable claims

  • homogenised quality submissions

  • fabricated case studies

  • inaccurate technical content

  • AI-generated “compliance language” unsupported by genuine operational capability

The challenge is no longer whether suppliers use AI.

The real issue is whether AI use is governed responsibly, transparently, and with appropriate human oversight.

Maintaining Authenticity and Accountability

Artificial intelligence can support efficiency, but organisations remain responsible for the accuracy, authenticity, and integrity of every procurement submission they submit.

The AGS Verified Assessment reinforces the importance of:

  • human review

  • professional judgement

  • factual verification

  • evidential integrity

  • genuine organisational capability

  • accountability for all submitted information

The assessment supports responsible AI-assisted procurement, not fully autonomous procurement processes.

Organisations completing the assessment are expected to ensure that AI-assisted submissions:

  • accurately reflect genuine organisational capability

  • are supported by real operational evidence

  • do not contain fabricated or misleading content

  • remain subject to meaningful human oversight

Protecting Confidential Procurement Information

One of the most significant risks facing organisations today is the inappropriate use of public AI systems when handling confidential procurement materials.

Tender documentation may contain:

  • commercially sensitive information

  • protected client data

  • procurement strategies

  • infrastructure information

  • pricing schedules

  • intellectual property

  • regulated or confidential information

The assessment includes governance checks relating to:

  • uploading tender documents into AI systems

  • handling commercially sensitive information

  • use of approved AI platforms

  • data retention and confidentiality risks

  • anonymisation and redaction procedures

  • internal approval and oversight controls

This helps organisations demonstrate that procurement information is being handled responsibly and with appropriate safeguards.

What the Assessment Covers

The AGS Verified: Public Procurement evaluates organisational governance and controls for AI use across key areas including:

  • AI governance and accountability

  • human oversight and review processes

  • confidentiality and data protection controls

  • procurement integrity and transparency

  • AI risk management

  • supplier accountability

  • authenticity of procurement submissions

  • AI vendor and platform governance

  • staff awareness and training

  • legal and regulatory awareness

The assessment also addresses the use of AI in:

  • reviewing tender documentation

  • preparing procurement submissions

  • generating technical responses

  • drafting quality responses

  • analysing procurement requirements

Governance, Oversight, and Continuous Review

AGS Verified periodically reviews and updates assessment criteria to reflect evolving technology, governance expectations, regulatory developments, and responsible AI practices.

Assessment criteria may be reviewed by the AGS Verified governance board on a quarterly basis to support ongoing relevance and effectiveness.

Organisations completing the AGS Verified Assessment may be selected for periodic verification or evidence review activities to support the integrity and credibility of the assessment process.

AGS Verified reserves the right to request supporting evidence or clarification relating to assessment responses where appropriate.

Supporting Responsible Procurement Practices

The AGS Verified: Public Procurement is intended to provide an additional layer of governance assurance for organisations engaging in procurement activities.

It may assist organisations in:

  • strengthening internal AI governance

  • improving procurement controls

  • demonstrating responsible AI practices

  • supporting supplier due diligence processes

  • reducing operational and reputational risk

  • evidencing governance maturity

The assessment is structured as a governance and self-assessment framework and does not constitute legal advice, certification, or regulatory approval.

Looking Ahead

Artificial intelligence will continue to reshape procurement activities across all sectors.

Organisations that implement clear governance, accountability, and oversight arrangements now will be better positioned to:

  • manage risk

  • maintain trust

  • protect confidential information

  • demonstrate procurement integrity

  • adapt to evolving regulatory expectations

The AGS Verified: Public Procurement Responsible AI Assessment has been developed to support organisations in navigating this evolving landscape responsibly and transparently.
